Good morning, this is Send7, world news in seven minutes. I'm Juliette Martin and today is Tuesday the 27th of October, 2026. Starting in the Americas today. In Brazil, leftist President Luiz Início Lula da Silva won the presidential election at the weekend. He defeated Flavio Bolsonaro in the runoff vote. This is the first time ever that a candidate has won in the runoff after coming second in the first round and has gone against the expectations of many investors and the polls.

Lula received over 4 million votes more than Bolsonaro, with a result of 51.8%. He gained more than 10.4 million votes between the first and second rounds, while Bolsonaro gained around 3.7 million. Bolsonaro has said he will seek the annulment of the runoff vote in After voting was extended by two hours on Sunday, world leaders from countries including Mexico, France, Canada, India and Russia have congratulated Lula on the result. United States President Donald Trump did not immediately comment. United States Secretary of State Marco Rubio has called for Cubans seeking change to partner with the CIA. In a post on X, he said, to those who seek to create positive change in Cuba, now is the time. The US government has

previously said it aims to change Cuba's communist government. Cuba's foreign ministry has said it is open to dialogue with the US. Europe In Serbia, student protest group Student List won Sunday's election. Populist and nationalist Aleksandar Vucic had ruled Serbia as prime minister or president since 2014. He called snap elections in September and announced his defeat yesterday. He said the student party would have around 140 seats, and his Serbian Progressive Party would have around 105 in the new parliament. Russia has accused Ukraine of striking the town of Oleshki 18 times in the last week and carrying out more than 120 drone attacks in the area. Oleshki is a Russian-controlled town in southern Ukraine. Ukraine and Russia

announced a ceasefire in Oleshki on Friday, which is due to start today. Africa Libya's airspace has reopened to international aviation after 11 years. Restrictions on Libyan airspace were imposed by the United Nations International Civil Aviation Organisation in 2015 during the civil war. They have now been removed. In Congo, a nurse treating Ebola patients has been killed by young protesters.

health workers sheltered at a hospital during the attack. According to reports, attacks on nurses and hospitals show distrust and health misinformation among the population. Asia and Oceania North Korea's government has submitted a letter to the United Nations Security Council saying, accusing South Korea of fabricating a landmine incident in September. Last week, South Korea sent a letter to the council saying North Korean troops had planted a landmine in the demilitarised zone, violating the Korean War Armistice Agreement.

According to reports, North Korean armoured vehicles have now been positioned close to the border and between the two countries. In New Zealand, early voting for the national election began yesterday. Voting will be open for nearly two weeks before election day. Polls show mixed support for the ruling National Party and the opposition Labour Party. And a Canadian athlete has become the first woman to dive off an iceberg. Molly Carlson, who is 28 years old, dove 50 feet from a freestanding iceberg in Canada.

This idea to dive off an iceberg actually came from my struggles with mental health. I think for me, I've always seen icebergs as, you know, 10% of what everyone sees and then 90% under the surface what nobody's seeing what people are struggling with and so for me I was like if I can mix my love for cliff diving high diving with mental health and my passion for advocation of that I just think it'd be such a beautiful moment.
